Open Local Tender for the Supply of a Cervical Cytology Laboratory (Malawi)
Publication reference: APOF/THE NET/2026/SUP/01
Associazione Patologi Oltre Frontiera (APOF) ODV-ETS, in partnership with Peace and Development Trust (PDT), announces the launch of an open local tender for the supply, installation, commissioning, end-user training and after-sales service of a complete cervical cytology laboratory — including equipment, consumables, reagents and digital pathology and telepathology solutions — for the "DREAM" Center Laboratory, Mandala – Blantyre, Malawi.
The contract is issued as part of the project "The Net: strengthening governance for women's cancer prevention and women's health in Malawi", funded by the Italian Agency for Development Cooperation (AICS) and implemented by Comune di Perugia, FELCOS, APOF and Peace and Development Trust (PDT).
Contracting authority
Associazione Patologi Oltre Frontiera (APOF) ODV-ETS, Via Padova 55, 20127 Milano, Italy — in partnership with Peace and Development Trust (PDT). Contact: Paolo Giovenali, President of APOF, [email protected].
Place of delivery
"DREAM" Center Laboratory, Mandala – Blantyre, Malawi (Southern Region of Malawi, Blantyre District, Traditional Authority South Lunzu).
Nature of the contract
Supply contract, hybrid (lump sum and unit prices). The procurement is not divided into lots: the supply constitutes a single indivisible whole and tenders for part of the quantities will not be considered.
Estimated budget
EUR 150,000.
Participation
Participation is open on equal terms to all natural and legal persons — individually or in a consortium — without limitation as to nationality, and to international organisations. Supplies may originate in any country. Tenderers must nevertheless state the country of origin of every item offered. Selection criteria concerning economic and financial capacity, professional capacity and technical capacity apply and are set out in full in the tender dossier.
Award criterion
The compliant tender offering the best price-quality ratio will be chosen: technical quality 60 points, price 40 points, subject to a minimum technical threshold.
Period of implementation
28 days from the purchase order, until provisional acceptance. This period covers delivery DDP Blantyre, unloading, siting, installation, configuration, commissioning, functional testing and training of end users. Warranty of 24 months from provisional acceptance, or the longer period offered by the tenderer.
Language of the procedure
All written communications for this tender procedure and contract must be in English.
Deadline and submission procedure
Tenders must be submitted no later than 12:00 (CEST/CAT, UTC+2) on 15 October 2026, on paper, in a sealed envelope, in accordance with the Instructions to Tenderers. Electronic submission of the tender is not permitted.
Tenders must be sent to the contracting authority at the following address: Associazione Patologi Oltre Frontiera (APOF) ODV-ETS c/o Doc’s & Parcels, Piazza Dante 16, 00185 Rome, Italy — for the attention of Paolo Giovenali, President of APOF.
If the tenders are hand delivered they should be delivered to the same address, Monday to Friday, 09:00–13:00 and 14:00–17:00.
As envelopes must be dispatched from Malawi to Italy, and in order to allow adequate transit time without unduly shortening the period available for the preparation of tenders, tenderers are additionally requested to send, by the same deadline, a copy of the proof of dispatch (courier receipt or postal stamp) by email to [email protected]. This allows the contracting authority to ascertain that a tender was dispatched within the deadline, should the paper envelope arrive after the tender opening session. This additional requirement is without prejudice to the obligation to submit the original tender in paper form, by post or courier, in accordance with the Instructions to Tenderers.
Requests for clarification
In writing to [email protected], no later than 24 September 2026. Clarifications and any additional information will be published in The Nation (Malawi) and on this website no later than 7 October 2026, and communicated simultaneously to all tenderers.
Tender opening session
Public, at 10:00 on 22 October 2026, at the operating office of the contracting authority, Via Buonarroti 30, 00185 Rome, Italy. Tenderers wishing to attend must notify [email protected] at least two working days in advance.
Summary of selection criteria
Interested companies must demonstrate, under penalty of exclusion, and in accordance with the full requirements set out in the tender dossier:
This procurement is financed by the Italian Agency for Development Cooperation (AICS), initiative AID 013244/01/1, under the project "The Net", implemented by Comune di Perugia, FELCOS, APOF and PDT.
